PHILIPPINE National Police Officer-in-Charge, Lieutenant General Archie Francisco F. Gamboa has issued a series of directives to ensure a no let-up PNP internal cleansing program aimed at restoring public trust and confidence on the police force.
The PNP-OIC and Deputy Chief for Administration has presided over at least three top-level conferences at Camp Crame last week, meeting his senior officials to inform them how serious the PNP is when it comes to running after rogues in uniform.
“Much has been done already in our internal cleansing program and we are seeing to it that we will continue the reforms initiated by our past two PNP Chiefs,” the lawyer-member of Philippine Military Academy ‘Sinagtala’ Class of 1986 whose classmates include former PNP chief, now Senator Ronald’ Bato’ M. dela Rosa and resigned PNP chief, Gen. Oscar D. Albayalde.
Since last Tuesday, Gamboa has presided over a PNP Command Conference in Camp Crame with members of the PNP Command Group: PNP Deputy Chief for Operations, Lt. Gen. Camilo Pancratius P. Cascolan and The Chief Directorial Staff, Major Gen. Guillermo Lorenzo T. Eleazar assisting him.
As TDCA, Gamboa chaired the Oversight Committee of the PNP Internal Cleansing Program that went hammer and tongs against errant PNP members during the incumbency of Gen. Albayalde as Chief PNP.
Last month, he supervised the opening of a 30-day reformatory training for 50 erring policemen ordered sent to the PNP Training School in Subic. The 50 were among the latest members of the police force required to join the month-long Focused Reformation/Reorientation and Moral Enhancement for Police Officers in Line with the PNP leadership’s internal cleansing efforts.
“This is part of our continuing intensified internal cleansing campaign. This is part of the PNP’s leadership’s effort to heed the call to add more teeth to enforce and reform the police ranks especially those who are involved in illegal activities,” he said.
As part of the FORM POLICE concept, the policemen are divided into squads to be composed of six to eight members and where the most senior of them will be acting as their ‘Big Brother.’
Under the new internal cleansing program, values reformation is the crux of the 30-day training that tackles moral enhancement, misdemeanors, and other less serious prohibited acts.
Gamboa said that the FORM POLICE concept is actually restorative in nature and aims to promote their desire to completely reform the organization.
Then there is the punitive measure which has seen the arrest, dismissal, jailing or suspension of a number of misfits and scalawags in the PNP since 2016.
Lt. Gen. Gamboa has ordered all police counter-intelligence units led by the PNP-IMEG to further step-up their effort to identify and arrest rogues in uniform with a warning that those who will try to put up a fight will find themselves either in the hospital or six feet underground as officers are under orders to shoot in self-defense.
Gamboa underscored their unrelenting crackdown against rogues in uniform as part of the PNP reform program. He said that from July 2016 to July 31, 2019, a total of 2,476 police officers with various administrative cases were dismissed, 493 got demoted, 4,240 were suspended, 202 meted with forfeiture of salaries, 684 were reprimanded, and 45 were placed under restrictive custody.
Also, a total of 438 police officers involved in drug related cases were immediately dismissed from the service after undergoing due process, he said.
PNP Integrity Monitoring and Enforcement Group (PNP-IMEG) director, Colonel Romeo M. Caramat Jr. said that from February 3, 2017 to date, their intensified crackdown against rogues in uniform have already resulted in the killing of nine scalawags in shootouts and the arrest and filing of charges against 226 others.
