2 fake Manila traffic enforcers arrested

TWO men said to be posing as enforcers from the Manila Traffic and Parking Bureau (MTPB) of the Manila City Hall and extorting money from motorists, were arrested on the complaint of a concerned citizen who reportedly witnessed one such incident in Tondo, Manila early yesterday morning.

Brought to the Manila Police District-Station 2 for investigation were  Noel Silva, 37, of 1706 Corcuera St. and Jay-V Gantang, 36, of 1721D A. Rivera St., both in Tondo.                                                                                                

The two were nabbed at around 1:20  a.m. near the corner of Jose Abad Santos Avenue and Mayhaligue Street in Tondo.

Investigator PO1 Narciso Ignacio stated in his report that an anti-criminality operation was being conducted on Jose Abad Santos Avenue by operatives from the Padre Algue Police Community Precinct (PCP) led by one PO2 John Roel Morandante when a concerned citizen told them about an ongoing extortion activity.                                                                                          

Police learned that the suspects had been flagging down motorists only to extort money from them.                                                                                             

When police arrived at the scene, they saw the suspects directing traffic and posing as MTPB personnel, complete with uniform.

When police accosted them and asked for their identification card  and mission order, the two failed to produce any so that they were arrested.    

Charges of usurpation of authority were filed against them before the Manila Prosecutor’s Office.
