Police said the suspects from Telva Towing Services towed an Isuzu truck (WMW-173) parked along C-3 Road near corner Rizal Avenue Ext. at past 12:15 p.m. while its driver, Darwin Ricafrasa, was still on the steering wheel.

The suspects stopped in front of the gas station along C-3 Road and allegedly demanded from the driver P1,500 in exchange for the release of the truck.

When the owner of the truck, identified as Demosthenes Novelo, 42, of 2117 Bato Ext., Tondo, Manila, learned of the incident, he immediately sought the assistance of Caloocan Police Traffic Management Unit who immediately conducted an entrapment operation.

Policemen placed the suspects under arrest after receiving the P1,500 marked money from the truck operator.

Caloocan deputy police chief for administration Supt. Ferdie del Rosario said traffic investigators are still checking whether the towing firm is accredited with the Metropolitan Manila Development Authority (MMDA).
