THE motorcycle-riding police officer who was shot dead along Edsa near Connecticut Street in Greenhills, San Juan City, was previously on the drugs watchlist of President Rodrigo Roa Duterte (PRRD).
Police Senior Master Sergeant Solomon Cugay, was among the drug-linked uniformed personnel in a 2016 list released by President Rodrigo Duterte, according to the Philippine National Police (PNP).
Cugay was accused of coddling or protecting drug personalities and recycling or selling seized illegal drugs.
As this developed Eastern Police District (EPD) has created a Special Investigation Task Group to investigate the circumstances surrounding the death of Cugay.
According to San Juan Police chief, Senior Supt. Ariel R.Fulo the “SITG Cugay” was created to further investigate the circumstances on the victim’s deaths and early solution of the case.
It was learned that Cugay was assigned to the Regional Anti-Illegal Drugs unit of Metro Manila in 2015. Cugay was allegedly involved in coddling drug lords and recycling drugs in the past, but was not among the so-called “ninja cops,” which he said was almost an organized group within the PNP.
But Cugay had been cleared of involvement in illegal drugs, citing information that the slain policeman had been monitored engaging in illegal activity since 2017.
He said that investigators were looking at Cugay’s alleged previous involvement in drugs as a possible motive for his killing.
Cugay was riding his Yamaha scooter at the southbound lane of EDSA when a motorcycle closed in on him at about 3:30 p.m.
The gunman opened fire first at Cugay’s side before emptying his weapon at different parts of his body.
Cugay died on the spot due to multiple gunshot wounds on different parts of his body.

Fulo added, they are still in the process of conducting a background investigation on Cugay to determine the motive behind his death.
