CITING the principle of command responsibility, National Capital Region Police Office chief Director Guillermo Lorenzo T. Eleazar ordered the relief of the two office of the Eastern Police District after the arrest of two Pasig City policemen in a buy-bust operation on Friday which ended up in a shootout with the operatives of the Philippine Drug Enforcement Agency.

EPD director Chief Superintendent Bernabe M. Balba was ordered to relieve Chief Inspector Abraham Satorre, head of the EPD District Special Operations Unit, and Inspector Edward Olmedo, head of the Pasig City Police-Community Precinct 9.

Satorre was replaced by Chief Inspector Darwin Guerrero while Olmedo’s post was taken over by Senior Inspector Mario Benito.

Eleazar said that the two officials were relieved for command responsibility following the arrest of Police Officer 2 Marlou Roldan of the Pasig City PCP-9 and Police Officer 3 Mark Vista of the EPD-DSOU, along with civilian Raymond Ryan Cruz during a buy-bust at a gasoline station on San Guillermo Avenue, in Barangay Buting, Pasig City last Friday afternoon.

A brief firefight ensued between the two policemen and the PDEA officers resulting in  the wounding of the two police suspects. PO2 Roldan was arrested at the scene while PO3 Vista managed to escape but was later arrested while seeking treatment at the Rizal Medical Center.

Recovered from the suspects were an estimated P5 million worth of shabu.

“Tama lang na nahuli sila if they are involved in illegal drugs. Criminal and administrative charges must be filed against them. Dapat lang na makulong sila at masibak sa serbisyo eventually,” said Eleazar.

The NCRPO chief said that the two will be facing dismissal from the police force in line with the internal cleansing program initiated by Philippine National Police chief Director General Oscar D. Albayalde.

The NCRPO chief said that the relief of the two police officers is immediate while an internal investigation is now ongoing. “It is hard for me to believe that the immediate commanders of such rogue policemen are totally unaware of their men’s behavior. I expect the commanders to know their men thoroughly. At the least, the commanders must also observe and note the lifestyles and behavior of their men,” Eleazar said.
