A CITYWIDE prohibition on the distribution and sale of intoxicating drinks and the very strict enforcement of ordinance 5555 banning drinking in the streets was ordered by Mayor Isko Moreno in Manila.
The move was prompted by non-stop complaints and reports on some bullheaded residents holding drinking sessions in the streets and even creating chaos once drunk and to ensure that the enhanced community quarantine and social distancing aimed at preventing COVID 19 from spreading is enforced to the letter.
In an executive order issued by Moreno over the weekend, the sale and distribution of intoxicating beverages such as beer, liquor and the like will be temporarily prohibited, while the ordinance on anti-drinking in the streets will also be rigidly enforced until the state of calamity in relation to COVID 19 is lifted.
Moreno also directed the Manila Police District and all punong barangays to make sure that the prohibitions are strictly implemented and duly complied with, as the mayor noted some people’s utter disregard for an order from no less than the national government and local government for them to stay home and observe social distancing so as to keep themselves and their fellow residents and families safe from the coronavirus.
'Violation of this order by any natural or juridical person shall lead to the revocation of its (seller’s) mayor’s and business permits,’ Moreno said, adding that in the case of those holding drinking sessions, they will have to be rounded up and charged accordingly. Offenders will subsequently face fine or imprisonment or both, depending on the court's discretion.
Moreno lamented an incident where a member of the department of public services (DPS) delivering food packs had an unfortunate experience with a drunk resident.
‘Biruin ninyo, may lasing, binangga ýung nagde-deliver ng pagkain na empleyado sa DPS, pinagmumura pa,’ Moreno sighed.
Moreno said his order stemmed from Proclamation 922 issued by President Rodrigo Duterte last March 8, declaring a state of public health emergency throughout the country due to COVID 19. The declaration enjoins all government agencies and local government units to undertake critical, urgent and appropriate responses and measures in a timely manner to curtail the spread of the said virus.
On March 12, the city government through the city council, declared the entire city under a state of calamity in view of the said virus.
The general welfare clause of the Local Government Code (LGC) of 1991 states that every LGU shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate or incidental for its efficient and effective governance and those which are essential to the promotion of the general welfare.
‘Section 455 of the LGC provides for the powers of the city mayor for efficient, effective and economical governance for the general welfare of the city and its inhabitants, which include the power to carry out such emergency measures as may be necessary during and in the aftermath of man-made and natural disasters and calamities, the order stated.
Meanwhile, the number of persons under investigation (PUIs) in Manila has reached 192 as per a public announcement made by Moreno on Saturday, the new ones being 27.

‘Tignan n’yo ang datos, simple lang. Dumarami. Kelan tayo magigising? Kapag inabot na ‘yung gaya ng Italy? China? Amerika? Inglatera? Prinsipe, prime minister, mga lider, artista sa US, asawa ng pangulo walang pinipili ang ating kalaban at masakit sa lahat, di natin nakikita. Minsan walang sintomas nasa atin na pala,’the mayor added.
Moreno assured that the city government is working 24/7 and asked for everybody’s cooperation.
