MORE than a hundred urban poor families received a Certificate of Eligibility of Lot Award (CELA) for the lots they are occupying in Caloocan City.

Caloocan City Mayor Oscar “Oca” Malapitan and District I Congressman Along Malapitan, along with former House Speaker Gloria Macapagal-Arroyo and the Local Inter-Agency Committee (LIAC) led the distribution of CELA to 198 residents of Civic Center in Barangay Camarin.

“These 198 beneficiaries are included in the first batch of awardees,” announced Mayor Malapitan. The mayor added that based on the census, they are expecting 2,100 beneficiaries upon LIAC’s approval of their pre-qualification.

Mayor Oca said the first batch of beneficiaries are qualified to receive the CELA since they already been living their present home lots for more than 10 years and they have no other properties which is one of the requirements provided under the law.

“Under Presidential Proclamation No. 397, series of 2003, we are set to award a total land area of 14 hectares and the first 198 individuals are now the bonafide owners of the land where they have been residing for the past 30 years,” added Congressman Along Malapitan.
