19-year-old employee of the Metro Manila Development Authority (MMDA) who reportedly started selling illegal drugs when he was only 15 years old was busted by San Juan police on Thursday.
A report submitted to Eastern Police District (EPD) director Chief Supt. Bernabe Balba by San Juan police chief, Senior Supt. Dindo Reyes identified the suspect as Jayson Planco, alias Jayson Bulate, 19, single, of 2 F. Manalo St., Bgy. Batis, San Juan City.
Planco was employed as street cleaner (kaminero) under the MMDA’s Out-of-School Youth Serving Towards Economic Recovery (OYSTER) program only on September 18, two days before he was arrested.
Reyes said Planco was collared by members of Station Drug Enforcement Unit (SDEU) led by SPO1 Gerard Crisostomo in a buy-bust operation at Isla along F. Manalo, Bgy. Batis at 4:15 p.m. Thursday.
Police said the target of the operation was one alias “Melvin”, who transacted through text to buy illegal drugs.
However, at the meeting place, “Melvin” did not show up. Instead the boy appeared and told the poseur-buyer that he was sent to deliver the illegal drugs.
When the suspect handed a sachet of shabu, he was nabbed by other operatives.
Police confiscated two more plastic sachets of illegal drugs and a marked P500 bill.
Reports said the suspect is listed on the station’s drug watchlist and surrendered under “Oplan Tokhang” in 2016 but continued his illegal drug activities.
He admitted he started marijuana since 2014 at the age of 15.
Police said several months after the boy surrendered to the authorities, he met “Melvin” and then returned to selling illegal drugs, shifting from marijuana to shabu for bigger earnings.
The suspect faces charges of violation of Secs 5 and 11, Art. 2, Republic Act 9165 or Comprehensive Dangerous Drugs Act of 2002.
