PNP-HPG goes after quarantine violators on EDSA, major roads

AGENTS of the Philippine National Police Highway Patrol Group yesterday were told to accost all vehicle-riding quarantine violators on EDSA and other major thoroughfares in Metro Manila, the head of the Joint Task Force COVID Shield said.

“I have directed the PNP-HPG to conduct mobile checkpoints and Oplan Habol along EDSA and other major thoroughfares in NCR to check on private vehicles if there are UPOR (Unauthorized Persons Outside of Residence) occupants,” said Lieutenant General Guillermo Lorenzo T. Eleazar.

Eleazar, also the PNP Deputy Chief for Operations said that the PNP-HPG headed by Brigadier Gen. Eliseo DC Cruz is coordinating their operations with the Metro Manila Development Authority.

“We don't have Quarantine Control Points along EDSA so the mobile checkpoints being flexible will be effective in enforcing the Enhanced Community Quarantine. HPG riders in group will look for areas where there are a lot of private vehicles and check those with more than one occupant inside,” said the official.

Those who will be found riding in vehicles without any authority will be flagged down and given warnings. Repeat offenders will be brought to court eventually, Eleazar said.

PNP chief, General Archie Francisco F. Gamboa earlier ordered  police in Luzon and other parts of the country to further ensure the strict enforcement of the community quarantine in their areas and prevent the presence of unauthorized persons on the streets as the number of quarantine violators breached the 100,000 mark last Sunday.

The PNP chief also ordered his men to ensure that they will fully inspect both cargo and non-cargo vehicles passing thru their checkpoints as part of their strict enforcement of the ECQ.

The order was made in the wake of the increasing number of arrested quarantine rules and curfew violators over the past three weeks, the number pegged are more than 108,000 as of yesterday, half of them in Metro Manila and other parts of Luzon.

The biggest number of violators who were either given a warning, fined or charged in court came from Metro Manila where the National Capital Region Police Office headed by Major Gen. Debold M. Sinas is enforcing a very strict ECQ.

Eleazar also called on all policemen manning ECs to be very strict when it comes to inspecting vehicles carrying Unauthorized Persons Outside of Residence or UPORs.

“Be reminded that PNP Highway Patrol Group personnel manning Dedicated Control Points (DCPs) will inspect all cargo vehicles, not the non-cargo vehicles while officers manning the Quarantine Control Points or QCPs will inspect non-cargo vehicles, not the cargo vehicles,” Eleazar, also the Philippine National Police Deputy Chief for Operations said.

It is in the QCPs where private vehicles and persons are being checked. Only those considered as Authorized Persons Outside Residence (APOR)should be allowed to pass the QCPs, Eleazar said.

“Basta APOR Aprubado! Biyaheng Cargo, Diretso!,”he  said in a bid to simplify the rule in both QCPs and DCPs.
