SPD chief, 3 others relieved by Gamboa

PHILIPPINE National Police chief, General Archie Francisco F. Gamboa, yesterday ordered the administrative relief of the Southern Police District director and the chiefs of police of Muntinlupa, Caloocan and Pasay cities in the aftermath of a series of successful anti-illegal gambling raids conducted a week ago by agents of the PNP Integrity Monitoring and Enforcement Group, the Journal Group learned.

During a command conference at Camp Crame, the PNP chief instructed National Capital Region Police Office director, Major General Debold M. Sinas to issue the relief orders for the four led by SPD director, Brigadier General Nolasco K. Bathan for ‘command responsibility over illegal gambling’ Col.Emmanuel B. Peralta of PMA Class 1991 was designated acting SPD  director.

The Pasay City police chief is Colonel Bernard Yang while the Muntinlupa City police chief is Col. Gerardo Umayao. The  Caloocan City police chief is Col. Noel Flores. Journal Group sources said that the NCRPO leadership is still looking for a replacement for the four.

The Journal Group earlier reported that a number of Police-Community Precinct commanders in Metro Manila are under fire for their failure to stop the presence of illegal ‘video-karera and fruit game’ machine operations in their areas which triggered the raids conducted by the PNP-IMEG headed by Colonel Ronald O. Lee and the NCRPO Regional Intelligence Division on orders of Sinas.

The simultaneous ‘one-time, big-time’ operations against the presence of the illegal gambling machines long associated with illegal drug use  in Caloocan City, Muntinlupa City and Pasay City led in the confiscation of 19 ‘video-karera’ and 36 ‘fruit game’ machines and P39,670 in P1 bets and the arrest of eight persons, said Lee.

Acting on orders of Gen. Gamboa, the PNP-IMEG is coordinating its operations versus ‘VK and fruit game machines’ in Metro Manila and other parts of the country. ‘VK’ is a form of illegal gambling where bettors use coins to operate a horse-racing game in an arcade machine.

The PNP-IMEG is getting reliable information from the PNP Directorate for Intelligence, pieces of information which led in the successful raids in the southern and northern part of Metro Manila last Friday and Saturday.

Another operation in Pasay City between 10 a.m. to 1 p.m. last Saturday resulted in the seizure of 7 ‘fruit game’ machines and P16,357 in bet money in Salud Street which is under the jurisdiction of Pasay City PCP 1.
