NAVOTAS City Mayor Toby Tiangco urged the public to report dishonest individuals who entered false information in the Social Amelioration Program (SAP) form to qualify for the program.
Mayor Tiangco made an urgent call following reports he received that some residents included in the list of SAP beneficiaries come from well-off families.
“Give us the name and address of those who falsified the SAP form. You may send the information to our Text JRT numbers or the Navoteño Ako Facebook page. We will investigate them,” he said.
Messages may be sent to 0915-2601385 for Globe, 0908-8868578 for Smart and 0922-8888578 for Sun.
“You have affixed your signature, and this means that if you deliberately entered incorrect information or withheld information to deceive the government into giving you the P8,000 subsidy, you could go to jail and be imprisoned,” he warned.
The mayor also thanked those who sent reports, saying concerned individuals have already been ordered to return the P8,000.
Tiangco explained that the city government printed 73,700 forms. The barangays encoded 63,558 forms which were then submitted to the Department of Social Welfare and Development-National Capital Region (DSWD-NCR).
The DSWD-NCR removed those who are beneficiaries of the Pantawid Pamilyang Pilipino Program, reducing the list of SAP beneficiaries to 49,286.
Since there was no time to validate or interview all applicants, the city used a computer software to filter families who earn P10,481 monthly or less based on their declaration on the SAP form. Families earning such amount are below the poverty threshold.
“We were given only 27,978 slots. We had to give priority to families who are in dire need of financial assistance that is why we used the poverty threshold as filter,” he said.
“The filtered list comprises the first batch of 17,000 beneficiary-families. The DSWD is now evaluating the forms for the remaining 10,000 families for the 2nd batch,” he added.
As of April 23, Navotas has distributed subsidy to 1,682 beneficiaries of five barangays. Some 463 have been disqualified for being above the poverty threshold, government employee, pensioner, among others.
