Vendors ordered removed from Manila underpasses

UNDERPASSES in Manila which have long been occupied by vendors will be restored to their sole purpose of providing convenience for pedestrians and commuters alike.

This, after Manila Mayor Isko Moreno directed Secretary to the Mayor Bernie Ang to revoke the special permit given to one Samira Datucan, said to the be owner-proprietor of the  SBD Events and Exhibits Management which is said to be the organizer of the vendors plying their trade in the City Hall underpass.

Ang pointed out in the order of revocation that upon inspection, Datucan was  found to have violated the said special permit’s condition number three which states that ‘all stallholders shall secure necessary mayor’s permits and pay the corresponding fees and taxes.

‘In addition, you have failed to present …any proof of payment for electricity and other utilities as of date,’ Ang stated in his letter.

In view of this, Ang said the special permit to operate the said bazaar for the period from January to December 2019 had been revoked ‘effective immediately.’

City Engineer Armand Andres, who was directed to implement clearing operations in case some vendors refuse to leave, said the vendors will be given the whole day today (Sunday) to pack up and that the clearing will be done first thing Monday morning.

It was learned that the next target for clearing would be the Lacson underpass near the Quiapo Church which had been converted into a small shopping mall.

Ang said reports reaching the office of Moreno said that a sole organizer had reportedly been  handling all vendors in what is now called, the ‘Victory Mall’ in Quiapo.

‘Hindi puwede na isa lang ang permit nilang lahat (vendors), dapat bawat isa sa kanila ay may permit mula sa City Hall,’ Ang noted.

Meanwhile, Ang also announced that the flag-raising ceremony on Monday will  be held at the newly cleaned up Bonifacio Shrine located between City Hall and the Universidad de Manila and led by Vice Mayor Honey Lacuna-Pangan.

‘Please be informed that the conduct of Regular Flag-Raising Ceremony, this Monday, 15 July 2019, will be held at the Kartilya Side of the Bonifacio Shrine, beside the Manila City Hall.  Accordingly, all city officials and employees are hereby directed to be in their respective designated places at the said venue at exactly 7:30 a.m.  This Monday’s ceremony will be held by the Office of the Vice Mayor and Sangguniang Panglunsod, under Hon. Honey Lacuna-Pangan,’ Ang said.”

It will be recalled that the vicinity of the Bonifacio Shrine hogged the news recently after Moreno visited it and found human feces almost everywhere, coupled with smelly urine.

Moreno even stepped on poop and requested Manila Police District Director Vic Danao, Jr. to relieve Lt. Rowel Robles,  chief of the Lawton Police Community Precinct (PCP).

The said area was cleared of homeless people, stall holders and vendors who have made it dirty and smelly for the past six years.
