Andanar defends National Printing Office vs subcontracting raps

THE National Printing Office (NPO) was only acting on orders from the Commission on Elections (Comelec) in the printing of election-related materials for the 2019 polls, Communications Secretary Martin Andanar said on Sunday.

Andanar made the remark after Comelec Commissioner Rowena Guanzon questioned the alleged subcontracting of the printing of the voter’s information sheet for the recently concluded midterm elections.

Andanar said the NPO, in supposedly printing out the information sheets, was only doing what was asked of them.

“Hindi naman naiimprenta ang lahat ng mga balota na ‘yan, o anumang iniimprenta pa tulad nitong Voter’s Information Sheet, kung walang approval ang Comelec. Ang trabaho naman ng NPO ay mag-imprenta. Sino ang magbigay ng go signal? E ‘di Comelec,” said Andanar.

Guanzon earlier sought clarification from the NPO if it indeed subcontracted the printing of voter’s information sheet to a certain printing press.

The Comelec official said if proven true, the NPO may be held liable as it is against the rules of the Commission on Audit.

But Andanar said the other Comelec commissioners as well as NPO director Francisco Vales Jr. should be asked about this issue, considering that the NPO could not have made the supposed move without the approval of all Comelec officials.

“Hayaan natin ‘yung National Printing Office director ang sumagot diyan dahil siya naman talaga ‘yung merong knowledge about the contracts to begin with.
