Bicam discussion to end Road Board issue pushed

SENATE President Pro Tempore Ralph Recto yesterday said a Senate and House Bicameral Conference is the best option to settle the issue of abolishing the Road Board.

Recto said that the abolition of the Road Board will be finally decided and its multi-billion peso fund sourced from the Motor Vehicle User’s Charge (MVUC) will be properly channeled back to the national treasury.

This was also after the House through Majority Leader Rolando Andaya said it is ready to sit in the Bicam and proceed with the Road Board’s abolition.

This is following the insistence of President Rodrigo Duterte to use the board’s fund in the recovery and rehabilitation efforts of the areas affected by tropical depression Usman.

Recto also said that all appropriations should be in line-item in order to assure that there will be no abuse on using the fund.

“Better to convene bicam and ensure that all funds go through the GAA. And eventually line item all appropriation. That way it can not be abused very easily,” Recto stressed.

Meanwhile, Senate President Vicente “Tito” Sotto III confirmed that they will include the issue of abolition of the Road Board in their caucus when session resumes on January 14.
