INSTEAD of citing him in contempt and compel his presence to the congressional inquiry, a House leader yesterday bared that a committee would now focus in the filing of criminal complaints against embattled Budget Sec. Benjamin Diokno and others for allegedly giving undue advantage to the Aremar Construction owned by his in-laws’ family.
“Doon po sa parte ng construction company ng kanyang anak,” Camarines Sur Rep. Rolando “Nonoy” Andaya, Jr., who chairs the House committee on appropriations, told Rowena Salvacion’s Buena Manong Balita radio morning program over dzBB Sunday.
“Unang-una [po si Sec. Diokno for] conflict of interest ho ‘yan. Kaso po ‘yan. ‘Pag nakinabang ang anak ng isang opisyal, bawal po ‘yon,” said Andaya, adding that his panel will turn over the investigation to the House committee on public account chaired by Quezon Rep. Danilo “Danny” Suarez which will file the complaints against Diokno and others before a prosecutor’s office or Office of the Ombudsman.

We’ll see,” said Andaya, a former Budget secretary, who claimed that Diokno allocated funds in the national budget for Casiguran, Sorsogon projects allegedly bagged by Aremar Construction, which entered in a joint venture with CT Leoncio Construction and Trading.
“Sa susunod na hearing, hindi na naman sisipot [si Sec. Diokno].
Pahihintayin niya lang na matapos ang sesyon na ito, kaya hindi na kami sa kanya interesado,” said Andaya.
The original investigating panel on Diokno’s questionable budget practices that he vehemently denied was the House committee on rules when Andaya was still its chairman being the House Majority Leader.
Earlier, Andaya said his panel was eyeing possible plunder and tax
evasion complaints against the owners of the Aremar Construction after his panel took custody of then more than P50-million worth of an alleged deposit slips to the firm by big-time or triple A construction companies which allegedly stood as “dummies.”
But Andaya said the panel of Suarez will continue hearing the P75-billion insertions of Diokno where they will call his Chief of Staff, Budget Undersecretary Amenah Pangandaman and Engr. Glenn Degal,
a technical expert assigned at the programming division of the Department of Public Works and Highways (DPWH)-Planning Service.
“Isa lang ang napag-utusan ng undersecretary sa DBM na USec.
Pangandaman ang pangalan na nagbigay sa kanya ng listahan para ipasok sa format ng DBM,” said Andaya.
“‘Yun lang ngayon ang inaamin ng dalawang departamento. Lumalabas na may dalawang fixer lang na nag-uusap at nangyari, pumasok talaga doon sa libro na sinasabi ni [Public Works] Secretary [Mark] Villar na walang kaalam-alam,” said Andaya.
