A PROPOSAL for the creation of a Water Department that will take an “integrated approach” to a water crisis similar to the recent event that inconvenienced tens of thousands in Metro Manila will be high on the agenda of the next Legislative-Executive Development Advisory Council (LEDAC) meeting, Cabinet Secretary Karlo Nograles said.
Nograles emphasized the necessity for legislating the creation of the Department of Water to preclude the possibility of the next administration scuttling the Executive Order creating the new entity.
He also said President Rodrigo Duterte has approved in principle the proposal for a draft executive order on a “master plan” seeking a review of concession agreements with water distributors while addressing issues on sewerage and sanitation, irrigation, flood management, watershed management, financing, and policy formulation and coordination. The draft executive order is being finalized before he can sign it, Nograles told reporters.
“This is the fastest way that we could resolve all our water resource issues and concerns,” he said.
