HOUSE Majority Leader Rolando Andaya Jr. assured the public and Senator Panfilo Lacson that the proposed 2019 national budget will be submitted on time.
Responding to Lacson’s call, Andaya said the panel assigned to study further the P3.757 trillion is still scrutinizing every line items proposed.
“We would like to convey our assurance to the Senate the 2019 national budget bill will be transmitted as soon as we are done with our rigorous double-checking and verification of the thousands of line items in a spending measure that will cost taxpayers almost P3.8 trillion,” Andaya said in a statement.
Speaker Gloria Macapagal-Arroyo likewise assured the public that there will be no re-enacted budget for 2019.
“I don’t think so,” Arroyo stressed when asked the possibility of re-enacted budget.
Andaya said the Congress has sufficient time in its legislative calendar to pass the budget and send it to President Rodrigo Duterte before the end of the year.
The Majority leader said the present Congress is strongly opposing the re-enacted budget.
“This is hard to implement, will constrict spending, and will give wide latitude and discretion to the executive on what projects to implement,” Andaya said.
“We are committed to a budget that will be 100 percent compliant with the rules of Congress, with all the laws on budgeting, and with the jurisprudence on appropriations,” he added.
The House of Representatives is scheduled to pass the budget bill by next week.
Earlier, Lacson asked the House to pass the budget and immediately submit it to the Senate for deliberation.
Congress will go on Christmas break starting December 12.
