Houses passes Bayanihan 2

THE Bayanihan 2 or We Recover As One Act was approved on third and final reading with overwhelming support from the members of the House of Representatives.

Principally authored by Speaker Alan Peter Cayetano and other House leaders, House Bill 6954 got a vote of 242 affirmative and six negative.

Cayetano said he expects a bicameral conference meeting within the week.

He said they will also target the ratification by next week so that the bill will be sent to President Rodrigo Duterte for signing into law.

Bayanihan 2 proposed an allocation of P162 billion for various projects of different agencies aimed at helping the economy recover from the devastation wrought by the COVID-19 pandemic.

Part of Bayanihan 2 is the  P10.5 billion allotted to the Department of Health (DOH) which will be used for the continuous employment of  present emergency healthcare workers as well as hiring of more personnel to ease the burden on the struggling medical corps and augment the operations of DOH-run hospitals.

Cayetano said because of the “rapidly changing face of this crisis,” Congress has  included a provision to allow the Department of Budget Management (DBM) to realign and repurpose funds for the purchase of vaccines and other medicines as they become available in the future.
