AS the second phase of the road-clearing operations begins, Interior and Local Government Secretary Eduardo Año directed all city and municipal mayors to designate impounding areas for illegally-parked cars.
Año said cities and towns are mandated to set up impounding areas for the safekeeping of illegally parked vehicles as well as those involved in road accidents or breakdowns.
Año stressed the order will reinforce and sustain the government’s efforts in clearing roads and interiors.
In the second round, the DILG gave local chief executives 75 days to sweep local roads from all forms of obstruction.
“Isa ring nakasasagabal sa ating mga lansangan ay ang mga nakahambalang na sasakyan na kung saan-saan na lang tumitigil at pumaparada. Ang mga illegally-parked vehicles ay kailangang i-tow at dalhin sa impounding area. It is, therefore, incumbent upon cities and municipalities to designate impounding areas for the safekeeping of towed vehicles,” Año said.
In the memorandum, Año said cities and towns are mandated to set up impounding areas for the safekeeping of illegally parked vehicles as well as those involved in road accidents or breakdowns.
“Ang pagtatalaga ng impounding area ay mandato sa ating mga syudad at bayan. Kailangan nating umaksyon para sa mas maluwag na daan, mas mabilis na daloy ng trapiko, at para sa kapakanan ng publiko,” he said.
Año called on local sanggunians to pass ordinances specifying guidelines on towing, impounding and releasing of impounded vehicles and prescribing corresponding penalties.
He stressed that ordinances should be consistent with national laws and policies, and shall not be unreasonable or discriminatory.
Año noted that the latest directive supplements a memorandum circular issued by the Department last July mandating local governments to reclaim roads and revoke parking permits of private vehicles on public roads.
The Local Government Code also provides police powers to local governments to regulate the use of roads, direct traffic, and remove obstructions.
“Kahanay po nito ang isa pa naming direktiba, ang MC 2020-004, na sumasakop sa operasyon ng mga tricycle kasama ang pagbibigay ng prangkisa. Ang mga tricycle ang madalas na sakit ng ulo ng mga traffic enforcer lalo na kung walang terminal at kung saan-saan na lang nag-aabang ng pasahero,” he said.
DILG spokesman Undersecretary Jonathan Malaya said tricycles apprehended by LGUs for operating in national highways should also be brought to these impounding areas.
“With Road Clearing 2.0 and the prohibition of tricycles in national highways, all LGUs should have the necessary facilities to implement these directives. And this includes tow trucks and impounding areas,” Malaya explained.
