Singson ready to debate on controversial bill.

THE proponent of the two-year probation period for employees has no plans of withdrawing the measure despite the bill receiving criticisms.

Probinsyano Ako Partylist Rep. Jose “Bonito” Singson, author of House Bill  4208, rejected calls from oppositors to withdraw the bill.

According to Singson, his proposal has started to draw support as a swift but lasting fix to the much-criticized but legal “endo or end of contract” manner of hiring personnel.

The bill seeks to extend the probationary employment of workers from six months to two years.

“Definitely not. Some may accept this as a middle ground that will  lay to rest the endo controversy but a closer look at its provisions will show its true pro-labor color,” Singson said.

Earlier, Presidential spokesman Salvador Panelo said President Rodrigo Duterte does not agree with the proposal saying this could be subjected to abuse by employers.

Singson said he understands the misgivings about the bill but pointed out that HB 4208 is replete with provisions that would thwart any attempts to manipulate it.

The neophyte solon said he is fully prepared to debate with colleagues in Congress in defense of HB 4208, adding that various workers groups that initially turned down his idea are now its supporters.

Under the measure, workers will have a longer period of specializing in the positions they occupy.
