PHILIPPINE National Police chief, General Archie Francisco F. Gamboa, yesterday said all police resources and personnel will be mobilized to assist poor urban dwellers who may wish to be relocated to their home provinces under a proposed government-sponsored Balik-Probinsiya program.
The top cop issued the assurance as he echoed the observation of Department of Interior and Local Government Secretary Eduardo M. Año that decongestion of densely populated urban mega cities is key to managing any emerging public health emergency in the same magnitude as the COVID-19 pandemic.
At the same time, he said urban decongestion will also register favorably on other socio-economic indicators.
Gen. Gamboa says although the program needs a lot of planning and preparations, its eventual implementation will breathe new life to the metropolis and introduce development to the rural areas.
“This will afford equal opportunities to all local governments regardless of location and introduce growth of local trades that support larger industrial production,” he explained.
“Relocating people to an environment where they can be more productive is like teaching them how to catch fish instead of just giving them fish, ” the PNP chief added.
