PNP-OIC tells men to buckle down to work

PHILIPPINE National Police Officer-in-Charge Lieutenant General Archie Francisco F. Gamboa yesterday called on his officers and men to continue their no let-up crackdown against drugs, criminality, terrorism and rogues in uniform.

A lawyer-classmate from Philippine Military Academy ‘Sinagtala’ Class of 1986 of resigned PNP chief Gen. Oscar D. Albayalde, Gamboa will be given additional authority to run the 195,000-strong police force by the National Police Commission.

The Napolcom authority is necessary in order to achieve, efficient, effective and responsive operations of the PNP, thereby avoiding undue delay in the performance of the day-to-day activities of the police organization, officials explained.  

Gamboa assumed his new post apart from being the PNP Deputy Chief for Administration during a simple turnover ceremony presided over by Interior and Local Government Secretary Eduardo M. Año at the DILG chief’s office in Camp Crame shortly after Gen. Albayalde gave up his post.

Designating a PNP-OIC is vital in ensuring the continuity of the PNP mission and function.

Equally qualified

The newly-installed Officer-in-Charge of the PNP said that just like him, his fellow candidates to the top PNP post — Lt. General Camilo Pancratius P. Cascolan and Major Gen. Guillermo Lorenzo T. Eleazar — are highly-qualified for the post.

“I’ve been a 3-star (police general) since September 2018 and it’s but natural that by reason of my rank, I will be a candidate. But equally qualified too are Gen. Cascolan and Gen. Eleazar. All is fair here,” the lawyer-police general said.

Both Gamboa and Cascolan are classmates from Philippine Military Academy ‘Sinagtala’ Class of 1986 of Gen. Oscar D. Albayalde.

Gamboa, who will retire on September 2 next year, is a native of Malaybalay, Bukidnon who finished elementary grades at the Maramag Central Elementary School in Bukidnon before completing high school at the Ateneo de Davao University in 1981.

He joined the PMA in 1982 and graduated in March 1986. Gamboa got his Master in Business Administration at the Fr. Saturnino Urios University in 1995 and finished his law degree at the Jose Rizal University.

Gamboa earned his 1st-star while serving as the Executive Officer of the PNP Directorate for Logistics and in July 2016 became the PNP Director for Comptrollership. He later was designated as PNP Chief Directorial Staff in March 2017, promoted to PNP Deputy Chief for Operations in August 2018 and was designated as PNP-DCA last week.

The PNP-OIC also served as Bukidnon Police Provincial Office director in 2005.

Cascolan on the other hand is the new PNP Deputy Chief for Operations. Cascolan is a seasoned police intelligence and operations officer who commanded a number of key police units and who, as the PNP Director for Operations, became the architect of the Oplan: Double Barrel  and the Enhanced Managing Police Operations of the PNP which was used in waging a successful war against illegal drug trafficking and abuse.

Cascolan had a short-lived stint at the National Capital Region Police Office in 2018 before being named director of the PNP Civil Security Group and later the PNP Chief Directorial Staff. Cascolan will retire on November 10, 2020.

Eleazar is a member of PMA ‘Hinirang’ Class of 1987 who used to be a director of the PNP Anti-Cybercrime Group, Quezon City Police District, the Police Regional Office 4-A in Calabarzon region and later as chief of the National Capital Region Police Office which he commanded for 18 months.
