EVEN an opposition solon who’s a stalwart of the Liberal Party lauded former President now Speaker Gloria Macapagal-Arroyo for exposing the alleged “insertions” in the 2019 proposed national budget.
Caloocan City Rep. Edgar Erice commended Arroyo’s leadership in scrapping the P51.7 billion insertions in the national budget ‘’initiated through a conspiracy of those who are in control of the preparation of the National Expenditure Program.’’
Erice said that Arroyo has done a great service to the country by having the political will to oppose the Appropriations Committee Report that would legitimize the P51.7 billion misplaced and questionable allocations.
“The supposed allocation like the P3.8 billion for Romblon, P4.4 billion for Abra are not supposed to be priorities and the amount allocated were absurd and unimaginable. Paano pinayagan ito sa NEP lalo na ang gusto ng DBM cash based budgeting,” Erice explained.
“Speaker Arroyo is in the right direction and even as a part of the true minority, I can see and feel positive changes in the House leadership,” he added.
Meanwhile, Erice is proposing legislative investigation into the alleged “fund parking” to determine if this was done in the previous fiscal years.
“I’ve heard rumors among contractors that certain projects in the 2019 GAA are now being peddled in some regions to serve as campaign fund for certain senatoriables,” Erice said.
Fund Parking refers to a lump sum of money, often without a specific purpose identified for its use, that is given to a congressional district only as a keepsake and which another solon will use for another purpose.
Before the start of the budget deliberation, allies of Arroyo approved the realignment of the P51.7 billion to other programs of the government that will be beneficial to the people.
