UNDER the Modified Enhanced Community Quarantine, Unauthorized Persons Outside of Residence or UPORs living in Metro Manila and the provinces of Rizal, Cavite and Bulacan would be required to seek quarantine passes anew and present them to authorities once they go outside their homes starting today until June 18, Interior and Local Government Secretary Eduardo M. Año said yesterday.
"Under MECQ, kailangan natin ng quarantine pass. Pinagusapan na namin ng mga NCR mayors 'yan.We leave it to the LGU kung paano nila i-implement," the DILG chief said.
The official also reminded the public that travel should only be for essentials as transportation would be limited for commuters. The MRT and LRT operations and other public transport will be suspended starting today.
Año said that the public should expert strict checks at Quarantine Control Points or QCPs on all borders leading to the National Capital Region and the three other provinces which were placed under MECQ by President Duterte.
More checkpoints – Eleazar
Joint Task Force COVID Shield commander Lieutenant General Guillermo Lorenzo T. Eleazar said they will add more QCPs to ensure that only Authorized Persons Outside of Residence or APORs will leave their homes amid the MECQ period.
The official said officers manning these checkpoints would also prevent individuals from crossing from one municipality to another just to get basic goods.
"Dahil po sa pagtataas ng level ng quarantine status, in essence po ay magdadagdag tayo ng checkpoint operations. Kung dati po 'yung paglipat natin ng GCQ, usually 'yung ating quarantine control points ay nasa boundary na lang ng probinsiya at mga rehiyon, dito po sa mga lugar under MECQ ay 'yun pong mga boundary ng cities and municipalities, maglalagay na po tayo diyan," Lt. Gen. Eleazar said.
"So that only APOR will be allowed to pass. 'Yun pong mga non-APOR na mag-a-avail o bibili nitong mga goods and services na available, 'yan po ay dapat i-avail nila doon sa lugar nila. Hindi na sila puwedeng mag-cross po ng cities and municipalities," he added.
