A LAWMAKER from Mindanao has expressed concern over the absence of an outlay for the Bangsamoro Organic Law (BOL) plebiscite in the 2019 proposed budget.
During the budget deliberation, AMIN party-list Rep. Makmod Mending asked the sponsor of the budget of the Commission on Elections (Comelec) why there is no allocation for the plebiscite when the BOL has already been enacted.
The holding of the plebiscite for the BOL ratification has been scheduled on January 21, 2019.
The amount needed for the plebiscite is P857 million.
The proposed budget for the Comelec is P10.079 billion.
Upon interpellation by Mending, Committee on Appropriations Vice Chairman and Comelec budget sponsor Lanao del Norte Rep. Mohamad Khalid Dimaporo said the budget for the BOL plebiscite is not found in House Bill 8169 or the 2019 General Appropriations Bill (GAB).
Mending asked how much the Comelec has allotted for the conduct of the BOL plebiscite.
“Do we have funds or appropriations intended for the plebiscite on January 21, 2019?” Mending asked.
