Solon seeks to end abuse of PWD cards

A HOUSE leader has filed a proposed law seeking to amend Republic Act (RA) No. 7277, also known as the Magna Carta for Disabled Persons or Person with Disability (PWD) to address the cases of abuses in the use of PWD Cards.

House Assistant Majority Leader and Quezon City Rep. Anthony Peter “Onyx” D. Crisologo said the efforts of the government to create a more inclusive environment for PWDs has been a continuing pursuit.

In order to strengthen the implementation of the said law, Crisologo included additional provisions to provide stringent monitoring and evaluation of the eligibility of all beneficiaries.

Crisologo said RA No. 7277 has been amended repeatedly to ensure that PWDs are provided with benefits that would guarantee their productivity and self-reliance.

Despite the good intentions of the law, he lamented that issues concerning abuses by some individuals are undermining its objectives, including providing our PWDs with greater protection.

The Metro Manila lawmaker said his House Bill (HB) No. 7091 seeks for more rigorous enforcement of the Magna Carta for Disabled Persons to deter all individuals who take advantage of the said Act.

He further said that his measures will penalize any person who is instrumental in the issuance of a PWD Card to unqualified person and unqualified individuals who falsify documents to avail the benefits of the Act.

“This Bill intends to thwart any abuses against this Act. Napakaganda po ng batas na ito, pero ang masama po ay inaabuso ng ilang tiwali para pagkakitaan. Kaya ang layunin natin ay magkaroon ng ngipin ang RA 7277 para maproteksiyunan natin ang batas na ito,” Crisologo said.
