SENATOR Panfilo Lacson yesterday said that insertions and realignments to the P3.7 trillion national budget for 2019 are still being made by some congressmen for their individual projects which he called as “a shame and revolting.”
“I have it on good information that the House leadership is still waiting for several congressmen to finalize the submission of their individual projects. This is not to mention that insertions and realignments were made even after the bicameral report ratification,” Lacson said in a statement.
While admitting that technically, the move may not constitute post-legislation enactment since President Duterte has not yet signed the budget into law, Lacson insisted that there is a clear abuse of discretion.
“Especially if done without the concurrence of the Senate; it is also an utter disregard of the Supreme Court’s 2013 landmark ruling,” he added.
Moreover, the senator said the action may be a violation of the 1987 Constitution.
Lacson said some lawmakers were anxious the pork barrel allocations of at least 60 colleagues were slashed after the bicameral ratification.
The General Appropriations Bill is still awaiting the signature of President Duterte.
