SPEAKER Alan Peter Cayetano has called on the House committee on good government and public accountability and the Defeat COVID-19 Ad Hoc Committee (DCC) to discuss measures that can ensure better and faster delivery of services especially in the midst of the coronavirus disease-19 (COVID-19) pandemic.
Cayetano urged the Department of Social Welfare and Development (DSWD) to ensure better and smoother system of distributing the second P100-billion financial aid to millions of low-income families under the Social Amelioration Program (SAP).
“We can continue to discuss how to hold people accountable not for the sake of being accountable, but to give people better services,”
Cayetano stressed after requesting House Majority Leader and Leyte Rep. Martin Romualdez to refer his closing remarks to the appropriate committees to enable them to continue the discussion even during the session break.
A number of resolutions have been filed in the House of Representatives seeking to investigate in aid of legislation alleged anomalies and mishandling in the implementation of the social amelioration program (SAP) and urge the national government to fast-track the disbursement of the second tranche of the SAP by giving the barangays the power to identify the beneficiaries and disburse the allocation.
During his closing speech before the Congress adjournment last week,
Cayetano demanded accountability for failures and delay in implementing the law on the government’s coronavirus pandemic response.
He appealed to the Assistant Secretaries, Undersecretaries, Regional Directors of various Departments to help their Secretaries deliver efficient and effective service and veer away from the bureaucratic procedures that have caused delays in the distribution of SAP as well as other services and benefits which were authorized under the Bayanihan to Heal As One Act.
Cayetano reminded the officials of the different departments, especially the frontline agencies, of the President's mantra in serving the people.
“Simple lang po sinasabi niya: ‘wag paiintayin ang tao, ibigay ang tamang serbisyo. Ganun din naman po ngayon. Nung naging Presidente siya at wala pang COVID, ‘di ba, sabi niya, ‘wag pong tatagal ang papeles sa mesa ng public official. Walang corruption dapat,” said Cayetano.
“Going into Bayanihan II, we commit to the Filipino people and to the President, we will be supportive, but we will follow the President’s lead, we will demand accountability. So, we will be asking the departments, we will be talking to them, we will be having an accounting,” said Cayetano.
To ensure the families who need it most will benefit from the emergency subsidy program, Cayetano noted that under House Bill (HB) 6593, also known as "Bayanihan to Recover as One" or Bayanihan II, the House of Representatives is pushing for the establishment of mechanisms that will consolidate, update, and validate existing records through the DSWD, in coordination with the IATF and the Philippine Statistics Authority (PSA), including the local government units, to come up with a comprehensive, up-to-date, and unified database to effectively implement the provision of socio-economic relief intended for all Filipinos by properly identifying the recipients thereof.
