Timely budget okay assured

THERE is no reason to delay the passage of the proposed 2020 national budget, Speaker Alan Peter Caye-tano said as he announced that it will be the priority of Congress when session resumes in November.

“Wala tayong excuse, we have all the time to discuss the budget. May isang buwan na during the break, nire-review natin, nagpe-prepare sa bicam,”  Cayetano said during Wednesday’s press briefing at the New Clark City Sports Hub, Pampanga.

Cayetano said that there is continued interaction between the senators and the Cabinet Secretaries regarding the budget.

The Speaker underscored the importance of economic rating for the country and the need for an unconditional cash program for the poorest of the poor.

“The conditional cash transfer is working but for the poorest of the poor we need the unconditional cash transfer program,” Cayetano said.

He disclosed that the House will come up with what he termed as a “202020” program.

“The 20 poorest provinces palagi na lang silang poorest so sa 2020 we want to come up with 20 projects for the 20 poorest provinces. We are talking to the different agencies and departments to help,” the Speaker said.

This new innovation introduced this 18th Congress will integrate the programs of the different agencies and test these on the 20 poorest provinces or on a number of the 20 poorest provinces.

“Kasi hindi naman ‘ata tama na mag-aagawan ng pondo ang buong bansa pero yung poorest of the poor ay naiiwanan,” he added.

The Speaker likewise stressed that they will also move faster on those bills that have undergone discussions, debates and consensus of the members.

“I will not stop but move with caution on bills that have no consensus,” he said.
