POLICE Regional Office 2 director, Brigadier General Crizaldo O. Nieves, yesterday announced the arrest of two ‘High-Value Individuals’ or top drug targets in Cagayan Valley following separate buy-bust operations in Isabela province.
In a report to Philippine National Police chief, General Archie Francisco F. Gamboa, the PRO2 director identified the two as Marlon Francisco Jr., a 22-year old Sangguniang Kabataan member and Joey Gragasin,46, a welder.
Nieves said Francisco, a resident of Purok 6, Barangay Minante in Cauayan City, Isabela was arrested after he sold shabu to an undercover officer along Atienza Street in Purok 2, Bgy. Minante at 11:50 p.m. last Thursday.
Recovered from the suspect’s possession were a heat-sealed plastic sachet containing shabu and a marked P500 bill paid to him by an undercover officer.
On the other hand, Gragasin, a resident of Bgy. Simimbaan in Roxas municipality, yielded three plastic sachets containing the so-called ‘poor man’s cocaine,’ a marked P500 bill and a mobile phone he used in transacting with a poseur when he was arrested at 6:40 p.m. Thursday.
Nieves said he ordered the conduct of entrapment operations against the two amid reports regarding their involvement in the sale of shabu in their neighborhood.
“We are filing non-bailable charges for sale and possession of dangerous drugs under the suspect specifically Francisco who has been considered as a high-value target since he is a duly-elected public official,” the Cagayan Valley police director said.
