PHILIPPINE National Police Integrity Monitoring and Enforcement Group (PNP-IMEG) director, Colonel Ronald O. Lee yesterday announced the arrest of two more erring policemen in separate operations in Luzon on Saturday.
In a report to PNP chief, General Archie Francisco F. Gamboa, the PNP-IMEG director said that one of the two identified as Captain Wilfredo Dizon Jr., the deputy chief of the Norzagaray Municipal Police Station who was caught utilizing a detainee as driver of their patrol vehicle while the other, Police Staff Sergeant Sherwin Salazar of the Pangasinan Police Provincial Office was apprehended while inside a cockpit arena in Tayug municipality.
Lee said that Capt. Dizon was arrested on Saturday afternoon while on board a Norzagaray patrol vehicle being driven by Resty Cabacang, a 49-year-old resident of Sapang Palay, San Jose del Monte City who was supposed to be locked up at the local police detention facility on charges of serious physical injuries.
According to Lee, a team of officers from the PNP-IMEG, backed up by members of the PNP Special Action Force’s 82nd Special Action Company and the Bulacan Police Provincial Office’s Provincial Intelligence Branch under Col. Lawrence B. Cajipe intercepted the suspects in front of the Norzagaray police station at 3:25 p.m. Saturday.
He said that Capt. Dizon was found inside the vehicle: a Toyota Hi-Ace van being driven by Cabacang.
“We’re conducting an accounting of prisoners in the said police station in coordination with the Bulacan police headquarters. Again, this is a grave offense which will not be tolerated by the PNP leadership,” Lee said.
The official said that he will recommend to Police Regional Office 3 director, Brigadier General Rhodel E. Sermonia the conduct of pre-charge investigation for grave misconduct against the police official. He added that they are investigating how many times Cabacang had driven for the Norzagaray deputy police chief when he was supposed to be in jail.
On the other hand, PSSgt. Salazar was arrested along with two civilians identified as Fiddie Rosario and Florendo Mando inside the JBC Cockpit Arena in Tayug around 8:30 p.m. Saturday. Rosario was identified as a ‘sentensiyador’ while Mando is a ‘casador’ in the cockpit arena.
Lee said that they are still investigating the other policemen involved in the illegal operation of the cockpit arena. Salazar will be facing administrative charges for grave misconduct.
The arrest of the two policemen came two days after PNP-IMEG operatives arrested the chief of police of Argao Municipal Police Station in Cebu for ‘sleeping’ with a detained drug offender.
Lee said that Major Ildefonso V. Miranda Jr. was found sleeping and presumably having sexual relationship with a young women being held at the station’s lock-up facility for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.
