NINE suspected drug personalities in Calabarzon region, one of them a barangay chairwoman and her brother who happens to be a Bureau of Customs official and another tagged as the ‘Drug Queen’ of Cavite were arrested in separate anti-narcotics operations in the province on Tuesday afternoon, a report to Police Regional Office 4-A director, Brigadier General Vicente D. Danao Jr. said yesterday.
Cavite Police Provincial Office director, Colonel Marlon R. Santos said three of the nine suspects identified as Papala Guinungco, the 48-year-old chairperson of Bgy. Datu Esmael in Dasmariñas City and her brother Macapado alias ‘Mike,’ a 65-year-old Collector 3 of the Bureau of Customs Biñan District as well as Emma Ylano, the purported ‘Cavite Drug Queen’ were all considered as ‘high-value targets’ in Calabarzon region prior to their arrest.
“While enforcing the strict community quarantine inCavite, we have arrested the Guinungco siblings during an anti-narcotics operation which led in the confiscation of around 300 grams of shabu worth P2.040 million. What is ironic here is that the female Guinungco is a barangay chairperson while her brother is a government official,” said Santos in a report to Danao.
The Customs official denied the charges against him even appealed to the arresting officers not to include him in the charges in order for him to retire from the government service with complete benefits, said Santos.
According to the official, members of the Cavite Police Provincial Intelligence Branch led by Lieutenant Col. Christopher Guste and the Dasmariñas City Police Station led by Lt. Col. Richard Ian Ang conducted the operation against the two who were believed to be members of the Pangandag Drug Group operating in the province.
He said during the sting, the two were arrested for conspiring to sell shabu to an undercover officer at 3:30 p.m. Tuesday. Recovered during the sting were two heat-sealed plastic sachets containing around five grams of the so-called ‘poor man’s cocaine’ and the P12,000 worth of boodle money topped by a marked P1,000 bill.
Santos said a further search of the sibling’s residence led in the seizure of 31 more plastic sachets containing around 300 grams of the prohibited drugs worth over P2 million, one caliber .45 pistol with three magazines containing 11 live ammunition.
Prior to the arrest of the two, the same group of officers arrested Emma Ilano, 48, a resident of Block 1, Lot 1, Bgy. Victoria Reyes in Dasmariñas City who was tagged as the ‘Drug Queen of Cavite’ and six of her cohorts, Santos said.
Ilano’s group is said to be operating in Dasmariñas City and its neighboring municipalities.
Santos said also arrested during the 2:30 p.m. Tuesday operation were Bernadette Anaya,41; Wilfredo Maloon,41; Jerald Kiet Almazol,23; and three minors, two of them only 17-years old and the 3rd an 18-year old male.
Recovered during the anti-narcotics operation were six plastic sachets containing around 125 grams of suspected shabu valued at P850,000, P800,000 worth of boodle money topped by eight marked P100 bills, a cal .38 revolver with five bullets and a 9mm pistol replica.
Santos said Ilano is the known leader of the Ilano Drug Group which is a top priority of the Calabarzon police force.
All suspects are now under the custody of the Cavite police facing non-bailable charges for sale and possession of dangerous drugs under Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 and RA 10591 or the Comprehensive Firearms and Ammunition Regulations Act of 2003, said the Cavite police director.
