ECQ violator turns out to be ‘rapist’

A man accosted by the Iligan City police for violating the Enhanced Community Quarantine in the area found himself to be in a much bigger trouble after he turned out to be wanted for a rape case, a Police Regional Office 10 report said yesterday.

Ariel Mansalay, a 42-year old construction worker was accosted by members of the Iligan City Police Station 5  under Major Allan Abalde while loitering along General Aguinaldo Street corner Badelles St. in Barangay Poblacion 7:30 p.m. Sunday, said PRO10 director, Brigadier General Rolando B. Anduyan.

When interviewed by the policemen, Mansalay gave the sad story that he was a construction worker who got stranded in the city, unable to return to his native Cebu City after the ECQ was implemented.

A kind-hearted member of the local police force, Corporal Julivie Orbe was moved by the story of the man and volunteered to bring him into her residence where he can have food and seek temporary shelter.

However, the local police silently conducted a background check on the man and eventually discovered his shady past since he turned out to be the subject of a pending warrant of arrest for rape issued on July 8, 2019 by Judge Josefa Pinza-Ramos of the Danao City Regional Trial Court Branch 7. No bail was recommended for the temporary liberty of the accused.

Mansalay, a resident of Sitio Katugasan, Bgy. Perrelos in Carcar, Cebu City also turned out to have been convicted for an illegal possession of firearm case in 2002.
