The insurgency problem remains a potent threat to peace, security and development in Ilocos Sur even as a woman leader of the leftist organization surrendered yesterday to PNP and Army, authorities said yesterday.
Ilocos Sur Police Provincial Office top cop Col. Ysmael S. Yu, announced yesterday the surrender of one Mary Ann Baguitan Gabayan, 44, married, secretary general of Karapatan/Human Rights Alliance and a resident of Bgy. Pias, Salcedo, Ilocos Sur.
Gabayan, who executed her Oath of Allegiance to the Government, proceeded all the way to the Capitol building to formalize her surrender.
The surrender was witnessed by Mayor Leopoldo Geronilla of Salcedo, Ilocos Sur, and Punong Barangay Girlie Garredo of Bgy. Pias of the same municipality.
Also present were Col Audrey Pasia, Brigade commander, 702nd Brigade; Lt Col. Rodrigo Marinas, Jr., Battalion commander, 81st ID, PA; Major Melenium Bantas of CIDG; and other officers of the PNP and AFP.
Col. Yu said the surrender of Gabayan is a big boost to this PPO’s campaign in line with the End Local Communist Armed Conflict (ELCAC) programs in support to Executive Order 70-the-whole-of-nation-approach.
