PHILIPPINE National Police chief Director General Oscar D. Albayalde yesterday gave assurance that all students’ constitutionally-guaranteed freedom of speech and assembly will be fully observed amid the brouhaha created by the Armed Forces’ naming of 18 universities in Metro Manila as having been infiltrated by recruiters from the New People’s Army.
